Soalan-soalan yang memerlukan jawapan lisan

1) Pembangunan berdasarkan Perancangan Bandar yang Lestari

Terdapat berbagai kajian yang telah dijalankan yang menyarankan bahawa ‘ the more walkable a  city, the happier the citizens’. Pemikiran Perancangan Bandar yang terkini yang memperjuangkan pertumbuhan dan pembangunan yang lestari (sustainable growth and development), memberi tumpuan kepada beberapa masalah yang amat perlu difikir semulakan dalam konteks Perak.

Pertimbangan harus diberi kepada dasar-dasar perancangan bandar yang berusaha untuk mengawal pemajuan yang tidak lestari dan menambah-burukkan masalah yang sedia ada; fossil-fuel based economy, urban carbon footprint, ketiadaan/ kelemahan sistem pengangkutan awam dan lain-lain.

Apakah usaha pihak kerajaan yang berhasrat untuk menghentikan pemajuan fenomena urban sprawl, dan menggalakkan pembangunan bertingkat di kawasan bandar？

Apakah perancangan jangka pendek, sederhana dan panjang pihak kerajaan untuk meningkatkan walkability and cyclability, Bandar di kesemua Bandar-bandar dan bandaraya Ipoh.

2) Liabilti ditanggung Syarikat-syarikat berkaitan Kerajaan Negeri

 Meminta YAB menteri besar untuk menyenaraikan angka-angka yang berikut, kepada kesemua syarikat-syarikat berkaitan kerajaan (GLC), termasuk syarikat-syarikat subsidiari yang ber-ekorannya:

a)     Jumlah liabiliti luar jangka (contigent liability)

b)     Jumlah keuntugan/kerugian yang dicatatkan setahun demi setahun untuk temph masa 2009 sehingga sekarang.

口头问题

1）可持续性发展的城市规划

许多研究报告显示“一个城市的可步行度越高，市民将越开心”。现代的城市规划必须以可持续性发展作为前提及宗旨，在展开工作之前，有关当局必须充分考虑城市发展的可持续性。对于霹雳州的发展，有几项问题是必须重新被考虑的。

在制定城市规划政策的过程中，必须考量那些无法达致可持续性发展的规划，一些将加重现有的城市问题的发展计划划更不该被接纳，如：化石燃料为基础的经济，过量的城市碳足迹（二氧化碳排放量），没有/缺乏公共交通设施等等问题。意思是倘若一个城市不断地向外扩展, 将增加人们的交通成本, 环境污染等问题。相反地，倘若发展密度越高，则能提高能源效率，从而带来更高的生产率，并有助于公共交通的发展前景，而这对于霹雳州的未来可持续性发展影响重大。

针对于各种弊处,城市不可能永远横向无限地扩展,政府做了什么实际行动以控制霹雳州继续向外扩展,并提升州内各城市的向上发展或密集度?

对于提倡霹雳州内各城市的可步行性（Walkability）及鼓励人们骑自行车（cyclability）,请问政府有什么短，中，长性的计划？

2）州政府关联公司的债务

要求州务大臣公开所有州内政府关联公司及子公司的：

a)     负债总数

b)     从2009年至今的总收益/亏损

3）打造兵如港及怡保为“马来西亚美食之都”

怡保被视为一座充满文化及历史的城市，也曾被喻为“马来西亚美食之都”，例如兵如港拥有许多吸引国内外游客的著名美食档口。最重要的是其地点极为靠近飞机场，绝对是个有潜能的旅游地点。

a)     请问霹雳州政府在公共交通方面作出了什么样的努力以配合即将到临的2014年马来西亚旅游年？

b)     请问政府采取了什么步骤以协助这些小贩们提升他们对本地及外国游客的观光价值呢？

* 城市规划放映会

霹雳州民联智囊团总裁李存孝于2013年10月17日（星期四）在怡保所发表的文告：

怡保17日讯 – 社政联思智囊团（PROSPECT）于昨日傍晚7时正在其总部举办了一场私人放映会，播放著名独立纪录片导演格利哈特斯维特（Gary Hustwit）的作品《城市化》。出席嘉宾包括槟城大山脚国会议员沈志强与其助理。

智囊团总裁李存孝表示，这次放映会的目的是鼓励霹雳州人民一同探索城市规划及发展，并透过民间交流的方式推动市民积极参与公共政策的制定。

他说，要让人们明白公众参与对城市规划及发展的重要性是一个相当艰巨的任务，在落实的过程中，他认为政府城市规划部门，建筑师及发展商起着带头的作用，所以希望该行业人士都能共同参与和努力，加强城市的综合协调，把霹雳州营造成一个可持续发展的城市环境。

随着社会经济的发展、城市的出现，人民生活环境也在逐渐改变，旧的城市结构不能适应新的社会生活要求，该纪录片《城市化》着重于记录对于一座城市的规划与设计，并令人们了解一个完美的城市规划理念应该关注更多设计以外的东西，比如环境、社会关系、政治，而最核心的是关注“人”。

据了解，摄影师把世界五大洲的各个城市带入了该纪录片中。当中的受访者不仅包括各国的建筑设计和城市规划领域的专家，也包括了政客、社会活动人士、异见者、普通市民等。

 “现今的社会人们习惯拥有各自的交通工具，除了导致交通阻塞的问题，人和人之间更因缺乏互动而变得冷漠而没有联系。然而如果我们能够把走路和骑自行车这样比较慢行的交通模式结合起来，这样我们就会鼓励大家更多的出行，在出行当中有更多的交流、接触，就会促进更多的经济机会的出现。”

李存孝也说，由于政府没有一个良好的城市规划，道路设计及公共交通也不够完善，导致霹雳州不断往外扩展，使人们的交通成本越来越高，在路上花的时间也越来越长。未在来，汽车的价格将越来越高，汽油价格也将不断上涨，倘若城市规划不从现今做起，十年后的霹雳州人民将会面巨大的生活挑战。

无论如何，要把一个城市发展至最理想的状态，国家的管理者、领导者以及到每一位市民都要建立共识。马来西亚强调经济发展的同时，各城市包括怡保的公共建设却乏善可陈，城市规划明显滞后，这跟政府的重视程度有关。

李存孝表示日后将会继续举办类似活动让各界人士参与，他希望每个人都有机会透过各种管道发出自己独特的声音，表达对现代生活需求的个人意见，无论政府，发展商，建筑师，还是普通市民。

The challenges of balancing housing, mobility, public transit, civic engagement, economic development, environmental policy, walkability and cyclability are fast becoming universal concerns. Yet much of the dialogue on these issues are disconnected from the public domain.

Who is allowed to shape our cities, and how do they do it?

Urbanized is a feature-length documentary about the design of cities, which looks at the issues and strategies behind urban design, featuring some of the world’s foremost architects, planners, policymakers, builders, and thinkers.

* Beyond Ketupat & Kimchi

The value of the arts extends beyond the direct economic impact. The key reasons cited by residents for loving their cities were entertainment and social offerings, how welcoming the city is and its aesthetics — in other words, the arts and culture.
 

An arts festival “Beyond Ketupat & Kimchi” was held on 10-Oct at Performing Arts Centre of Penang and on 12-Oct at Ipoh Town Hall, in collaboration with patrons of Malaysian visual artists, talented performing artists with International Standard Korean Traditional Dance and music performances, in celebration of cultural inheritance.

Penang Chief Minister, Lim Guan Eng & wife came to show their support for the celebration of cultures by officiating the festival at Penang.

The event was jointly organised by Perak PROSPECT (People's Research Organisation for Social Political Engagement & Collaboration Thinking) and The Brain Truster (Branding Company). 

Prospect's chief executive officer Howard Lee said the purpose of organizing the event was to create awareness for cultural heritage preservation. The cultural exchange also proved that Ipoh is also a venue for cultural events, especially with the presence of the Korean 
dancers to perform in the city.

* Demands the Immediate Resignation of Zahid Hamidi

Media Statement by YB Howard Lee CHuan How, State Secretary for DAPSY Perak and also State Legislative Assemblyperson for Pasir Pinji on this 9th of October 2013 in Ipoh.

I as its secretary, representing DAPSY Perak would like to hereby call for the immediate resignation of Home Minister Zahid Hamidi, as not only has he made statements that clearly indicates his racist tendencies, he has displayed behavioural traits that are befitting of a gangster leader.

It is a shame that the spirit of one-upmanship so spectacularly demonstrated by one UMNO Home minister after another, is seen only in the arena of debacles, wrongdoings and controversies, and not in making the country safer from crime. From the arrest of a journalist with the excuse of ensuring her safety by Syed Hamid Albar, to Hishamuddin Hussein’s laughable accusations of Anwar Ibrahim being a CIA agent. Now, eager to endorse the brand of racist politics UMNO delegates love so dearly, the current fool of a home minister is playing to the gallery in full make-up and costumes to boot.From the use of language, it is also apparent that our Home minister is a self-aggrandising, self-centred and self-serving individual whose every move is designed to fulfil his own political agenda, through the guise of serving some perverted version of greater good. For example, to show to UMNO delegates that he possesses more between the legs and is tough-er and on crime than his predecessors, whilst not forgetting to be the most racist. He does so by painting the picture of the recent PCA amendments were the sole efforts of his (undang-undang saya) to help the police in protecting the Malay community from vices and illegal activities made rife only by non malays.

Please remember Home Minister, crime distinguish neither creed nor colour! Or is that too far against your UMNO grains to acknowledge?

* 不分政党，为民服务

兵如港州议员李存孝于2013年10月7日（星期一）在怡保所发表的新闻稿：

怡保7日讯 – 兵如港州议员李存孝及德彬丁宜州州议员黄文标于日前到大和园巴刹及附近住宅区视察数项市政厅工程。

据知，大和园巴刹的部分性重建工程曾已被拖延了一段很长的时间，李存孝在上任兵如港州议员后，就开始向市政厅追查有关巴刹重建计划。经过一段时间后，市政厅终于下令开始进行此项工程，但却一度因沟通不良而引起巴刹小贩的不满。

在李存孝的安排及调解下，该工程终于顺利动工。除了食物档口被装上了石膏花板，风扇及抽风机，鸡档正如火如荼地进行着重建工程。

此外，两位州议员也到豪华花园视察数月前崩塌的沟渠。该沟渠塌崩问题导致整个豪华花园排水系统严重阻塞，造成当地约450名居民受困扰。李存孝分别于5月6日及6月7日日通过电子投诉系统（E-ADUAN）向市政厅作出投诉，终于该沟渠于近日被修补好了。

* 九皇爺诞

九皇爺诞又到了。刚到兵如港冬天官上香添香油。今天有三个人，包括我妈，分别问我同样的一个问题：你选区应该是全霹雳州集中最多九皇爺庙的地方，对吗？

我的答案－ :多的确是多。。。但还不够。要的一到初九晚晚去一间才算够！

笑话讲完后，就得跟各位分享九皇爺诞及其庆典，风俗与多种仪式的来源史迹:

清朝反清江湖烈士高举反清复明旗帜，郑成功更秘密在福建省樟泉一带积极召集各路江湖好汉于沿海“斗母宫”内商议复明大计，共襄义举。

他们利用宫内诸神千秋宝诞为掩饰，一连九天在宫内招兵买马，高举“九皇大帝”旗帜为号召，“意即要救明朝江山大地”，在斗母娘娘圣像左右两手书日月（即明)。

农历八月的最后一个晚上，出海迎接王爷郑成功来主持大局，郑成功乃受朝廷通缉，因此，从落船到晋宫内，需以凉伞遮住，以免身份曝光。

农历九月初九午夜，奉送郑成功出海以到别处号召义举，准备一艘“王船”及供上一切日常用品、粮食等。起义终归失败，伤亡惨重。樟泉一带乡民为纪念王爷郑成功及众烈士史迹，每年农历八月的最后一天至九月初九一连九天，祀拜王爷祀与众多牺牲的民族英雄。
传统风俗习惯，九皇爷香火随之来到南洋，相传至今应有三百多年的历史。在这斗母宫的九皇信仰仪式中的几个主要步骤都已得到了体现，如“迎神”“请水”“送神归海”“王船”等等。

传说与仪式究竟哪个更早，是为了配合仪式而杜撰了传说，还是因为有传说才刑成了仪式，难以分辨。仪式与传说的相互配合，为信仰的流传找到了某种根据，也为信仰活动抹上浓厚的神秘色彩。

* 霹雳州苏丹阿兹兰沙机场

兵如港州议员李存孝于2013年9月26日（星期 四）在怡保所发表的新闻稿：

怡保26日讯 –霹雳州苏丹阿兹兰沙国际机场(Lapangan Terbang Sultan Azlan Shah)由启用以来经共历了三任州务大臣，包括现任的拿督斯里赞比里。可是这么多年来却没有获得理想的发展。兵如港州议员李存孝希望通过文字提问相关问题。

首先，新机场的计划是否将被实现?其地点在哪里?对于这一点，各行业的商家及人民都非常关注，因为它将是促进霹雳州旅游业及带动霹雳州经济的最大关键之一。

此问题令人感到混惑，是因为前两任的州务大臣丹斯里达祖罗斯里曾发表霹雳州政府将于斯里依斯干达建立新机场，并已获拨了1200公顷的土地于这项计划。但在2008年的第13届大选过后，在任的州务大臣的拿督斯里莫哈末尼查贾玛鲁丁则表示1000公顷的霹雳州新机场将落在靠近丹绒马林普腾汽车城的美冷。直到2011年一月，拿督斯里赞比里则表示新机场计划是落在霹雳州北部，目的是帮助促进北部经济走廊（NCER）的发展。其转化多变的地点引起人民的注意及猜测。
